National Electric Vehicle Infrastructure (NEVI) Formula Program – Path to a Nationwide Network of EV Charging Stations by 2030
On November 15, 2021, the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58) was signed into law and included a total of up to $5 billion in dedicated funding for the NEVI Program, which is designed to advance the deployment of EV charging station Infrastructure throughout the country. Doing this will enable a convenient, reliable, and equitable charging experience for all users, and set the United States on a path to a nationwide network of 500,000 EV charging stations by 2030.
Under the NEVI Program, each state is required to submit a Deployment Plan that describes how it will utilize allocated NEVI Program funds to aid the United States to achieve its goal of a nationwide network of 500,000 EV charging stations by 2030.
As of the first quarter of 2024, there are over 170,000 public charging ports across the United States. On average, approximately 900 new chargers are being added each week. After almost two and half years after signing the IIJA, we have achieved approximately 34 percent of the Administration’s goal of establishing a national network of 500,000 public EV charging ports by 2030. While this is significant in our efforts to expand convenient and reliable electric vehicle charging stations across the country, we need to recognize that as the sale of electric vehicles continue to grow, inoperable and poorly maintained public charging stations increasingly frustrate drivers.
Reputable automobile quality and dependability studies indicate that the unreliability rate of the EV charging stations installed to date are between 14 and 21 percent, with the unreliability rate of one of the country’s most popular EV charging station providers increasing by 50 percent from 2021 to January 2023. This climb upwards creates EV owner dissatisfaction and range anxiety in locating viable EV charging options. More than one in five charging attempts fail, based on recent surveys which attribute 72% of the failures to malfunctioning or out-of-service chargers.
Many of the of older charging stations are falling into a state of disrepair due to various issues, most of which is related to outdated software/operating systems in need of updates, and the EV charging stations installed by early participants in our EV charging station installation efforts who are out of business/no longer in existence. Based on this, smaller owner/operator installations at retail locations may not be well maintained.
Based on the aforementioned it may be necessary to not only focus on the average of approximately 900 new chargers being added each week, but for us to also focus on the replacement of older charging stations in a state of disrepair, creating greater EV owner satisfaction and minimizing range anxiety.
Future-proofing EV charging infrastructure is a very important point that may not have been considered during the initial days of EV charging station installations. Futureproofing is however, essential as the demand for expanded charging infrastructure continues to rise with the increasing popularity of EVs. We must also keep an eye on our ability to meet the needs of medium-duty/heavy-duty EV charging station requirements, the ability to add more power per port, inclusion of site prep for future expansion, the availability of accessible covered/safe parking spaces, pull through spaces, addition of charging spaces where additional spaces are needed, and interface with the security research community to help mitigate EV charging station consumer data privacy concerns.
